The craft was designated a Traditional Craft by Japan's Ministry of Trade and Industry in 1976. Hatsukaze — first wind — takes its name from the initial breeze that announces a change of season. The frame is constructed from Suruga bamboo strips, bent and bound into a tapered cylinder open at both ends, the vertical strands held between two circular rings. Suspended at the center is a small cast bell with a patterned paper strip hanging below it, which catches the air and sets the bell in motion. The bamboo frame itself is the structure that makes this possible indoors: without it, there is no movement, no sound.
